    The Northern Arc: The Outer Perimeter Reincarnated?

    Plans for the proposed Outer Perimeter were scaled back after the Regional Transportation Plan (RTP) and State Implementation Plan (SIP) lapsed in 1998 due to non-compliance with national clean air standards. In place of the 200-mile circumferential route, a dramatically modified Northern Arc emerged as an alternative in the revised alternative of the Regional Transportation Plan released in the Spring of 1999 by the Atlanta Regional Commission. In the Summer of 1999 the State Department of Transportation held a series of Public Hearings on the proposed 59 mile route extending from I-75 in the Cartersville area eastward to I-85 and GA Route 316 in the Lawrenceville area. Without advocating a position on the project, this paper examines several issues requiring resolution prior to action for or against its ultimate construction.Research Atlanta released a report in 1993 discussing issues for consideration in the public debate on the highway's fate.     Measuring the Impact of Inner City Markets on CBD Retail Sales

    [Excerpt] Observers of Central Business District (CBD) retailing performance have reported many adjustments in recent decades. Sales have steadily declined, relatively and absolutely, since World War II. The function and trade area of the CBD has changed, the clientele is different, and retail establishments have adopted new locational strategies. Contributing substantially to the changing character of CBDs has been the pervasive and continuing decentralization of the metropolitan population. Nearly two decades ago, Vance (1962) conceptualized the impact of this decentralization process as one of relegating the CBD to that of (1) a seller of mass appeal goods to an inner city market and (2) a seller of specialty goods to the metropolitan market. More recently, it appears that a scaling back has also occurred in the specialty goods area. Increasingly, specialty goods sales have been sustained by those who are downtown because of employment or business

    "EDGE" OR "EDGELESS" CITIES? URBAN SPATIAL STRUCTURE IN U.S. METROPOLITAN AREAS, 1980 TO 2000

    This paper presents a descriptive analysis of spatial trends in six U.S. metropolitan areas. The results show that generalized job dispersion was a more common spatial process than subcentering during the 1980s and 1990s when jobs continued to decentralize from the metropolitan core to the suburbs. Three distinctive patterns of spatial development were found. Job dispersion was predominant in Portland and Philadelphia, whereas the polycentricity of Los Angeles and San Francisco was further reinforced. New York and Boston with large and long-established CBDs were less prone to decentralization. Each metro seems to have developed a unique pattern of decentralization in light of their histories and circumstances, which has limited the growth of commuting times.     Mapping the human genetic architecture of COVID-19

    The genetic make-up of an individual contributes to the susceptibility and response to viral infection. Although environmental, clinical and social factors have a role in the chance of exposure to SARS-CoV-2 and the severity of COVID-191,2, host genetics may also be important. Identifying host-specific genetic factors may reveal biological mechanisms of therapeutic relevance and clarify causal relationships of modifiable environmental risk factors for SARS-CoV-2 infection and outcomes. We formed a global network of researchers to investigate the role of human genetics in SARS-CoV-2 infection and COVID-19 severity. Here we describe the results of three genome-wide association meta-analyses that consist of up to 49,562 patients with COVID-19 from 46 studies across 19 countries. We report 13 genome-wide significant loci that are associated with SARS-CoV-2 infection or severe manifestations of COVID-19. Several of these loci correspond to previously documented associations to lung or autoimmune and inflammatory diseases3–7. They also represent potentially actionable mechanisms in response to infection. Mendelian randomization analyses support a causal role for smoking and body-mass index for severe COVID-19 although not for type II diabetes. The identification of novel host genetic factors associated with COVID-19 was made possible by the community of human genetics researchers coming together to prioritize the sharing of data, results, resources and analytical frameworks. This working model of international collaboration underscores what is possible for future genetic discoveries in emerging pandemics, or indeed for any complex human disease
